Identifying motive or ill-intent can be challenging in these situations simply because witnesses or people with useful info are generally reluctant to come forward. Similar cases practically require credible witnesses if accountability is to be established. Victims have to be given opportunities to find closure, and bringing responsible parties to justice is an important step towards this goal.
